The PBN Manual (Doc 9613) comprises two Volumes. Volume I of the PBN Manual is made up of two parts: Part A describes the PBN Concept, The Airspace Concept and how the PBN Concept is used in practice. Part B provides Implementation. 1.2 The guidance reference document for PBN is ICAO Document 9613 – Performance-based Navigation Manual. Doc 9613 contains Navigation Specifications and the means of supporting these applications, in terms of required performance, equipment functionality and enabling infrastructure. It provides practical guidance for the development of documents.
This manual identifies the relationship between RNAV and RNP applications and the advantages and limitations of choosing one or the other as the navigation requirement for an airspace concept. It also aims at providing practical guidance to States, ANSPs and airspace users on how to implement RNAV and RNP applications, and how to ensure that the performance requirements are appropriate for the planned application.Recognizing that there are many airspace structures based on existing RNAV applications, and conscious of the high cost to operators in meeting different certification and operational approval requirements for each application, this manual supports those responsible for assessing whether an application can use an existing navigation specification for implementation. The primary aim is to provide guidance in the identification of whether, by a suitable adjustment of the airspace concept, navigation application and/or infrastructure, it is possible to make use of an existing navigation specification, thereby obviating the need for a specific and potentially costly imposition of a new certification requirementfor operation in an individual airspace.Where analysis identifies that a new standard is needed, the manual identifies the steps required for the establishment of such a new standard. It also identifies a means by which, through the auspices of ICAO, unnecessary proliferation of standards can be avoided.

The generated tracks are used to estimate collision risk incrementally considering EASA/FAA, EU-OPS & ICAO clearance criteria. Normal operations are assessed with a probabilistic analysis of empirical take-off/landing track data generating the local actual navigation performance (ANP) on site. The ANP shows integration to collision risk for an aircraft with any obstacle.
The obstacle is tested for clearance within a “5-step-plan” against all performance requirements for landing climb and take-off climb. The methodology thereby delivers a comprehensive risk picture: The presented safety case for Frankfurt Airport showed an equivalent safety level despite the violation of standards.
The collision risk during both normal and degraded performance operations was still found to be within ICAO Collision Risk Model (CRM) limits, requiring only limited risk mitigation measures. The presented work should complement ICAO Doc 9774 Appendix 3.
